COMMITTEE MEETING MINUTES

June 4, 2013

        The Finance, Service, Engineering and Gorman Farm Committee met on June 4, 2013 at 5:00 pm at the Council Chambers in the Evendale Administration Building. At the meeting, were Councilmembers Albrinck, Schaefer, and Hartman.  Also in attendance were Chris Schuermann, Jim Bothe, James Jeffers, Jack Cameron, Mayor Apking, Wayne Mosley and Cynthia Caracci.

Cooper Creek

Wayne Mosley presented an issue concerning Cooper Creek.  Apparently the wall the Village built several years ago is shifting.   After a discussion, James Jeffers is going to do three things and get back to the committee in July.  First is to price a gabion basket wall.  Second is to talk with the original designers to get their recommendation.  Third is to contact a firm that Jeff Albrinck believes to have developed a new system for this problem.  Jeff will supply the contact information if James Jeffers cannot find it.

Jeff and Micki Ficke stopped by shortly after the discussion because Cooper Creek was on the agenda.  Their area of the Cooper Creek is doing well, but needs a little maintenance.


Finance

        Cynthia Caracci presented the finance report.  The earnings tax generated in May 2013 was $889,516.06.  This is about $21,000 ahead of last year.  The tax collections are $464,218.41 ahead of last year.  This month the Village has a surplus of   122,061.36.  This year to date, the surplus is $1,636,549.12, excluding Evendale Commons TIF.

Starting next month there will be some shifts in funds to reflect the new investment program and the placement of funds in StarPlus.  The tax budget should be completed shortly.  The committee noted that the Part-Time seasonal work reports shows compliance with Obamacare restrictions.  Additionally, the committee decided to ask Tim Burke about the formalities necessary to have a 1 year “look back” period.

        
Gorman Farm

Chris Schuermann highlighted the farm report.  The camp is full with 337 campers and 21 on a waiting list.  The school visits for next year are full and the schools have posted deposits.  The farm was highlighted on WLWT, WXIX, and in the Dayton Daily News.  The conversion of two bays to a maintenance shop should be done by the middle of June.  The roof project at the alfalfa barn is complete.  The tent structure should be up by the end of June.  An eagle scout is installing pavers for the floor.  Finally, a 4-H project video is one of five finalists for a national award.  Everyone is encouraged to vote on line for the project.

Service Department / Engineering

        Jim Bothe and James Jeffers are still putting together the annual repair contract.  Jim Bothe will also work with Farm Volunteers to put wood chips on the Evendale trail.

        James Jeffers gave the engineering report.  The status of the road projects was submitted in writing and is attached.  The features of shelter house renovation project are also presented in writing.  The mayor suggested that it be discussed at the council meeting in June.  The roof/HVAC projects are nearly ready to bid.   

        The traffic light project will be programmed when Menard’s opens.  James Jeffers will brief the committee about how it is programmed to operate in July.


        Administration

        The Committee unanimously endorsed a modification to the tuition reimbursement program.  It will be on the June Council agenda. The committee also discussed a personnel issue.
        
        The meeting adjourned at 6:45 pm.
